If you are searching the solution to the same X-header problem for Outlook 2000/2002, take a look at AddXHeader Outlook COM add-in sample application.

This form demonstrates how can you add X-header to the outgoing Internet message.
I have tested this form with two configurations:

OL98 (Corporate/Workgroup) and CDO 1.2 (5.5.2178.0) using Exchange transport only + MS Exchange Sever 5.5 SP 2
OL98 (Internet Only) and CDO 1.2 (5.5.2178.0)

Unfortunately I am unable to accomplish OL97 testing.
